WPC was retained to complete a Phase I and Phase II Environmental Site Assessment, Wetland Assessment, and a complete Geotechnical Exploration on 50 acres of land along the Savannah River, east of downtown Savannah. Located in a historic, industrial area containing import/export shipping facilities, material storage facilities, and heavy industrial manufacturing facilities, the proposed Oglethorpe Landing site is an effort by area developers to unearth the true value of “brownfield” sites by transforming them into commercial and residential complexes including hotels, condominiums, restaurants, retail shops and marinas.
An Environmental Site Assessment revealed the entire site had been filled in over the last 100 years. Old wooden pilings were found along the Savannah River front; and evidence of wood, stones, pilings, concrete and stockpiled soil were observed on the surface. As such, test pits were excavated to determine the type and condition of the fill. The test pits revealed soil, bricks, wood, rail road cross ties, rail road track, plastic pipe, steel pipe, etc. located throughout the site to an approximate depth of six (6) feet below the ground. Evidence of a strong contaminate, soil staining and odor was found within the soil in the northwest corner of the site.
WPC’s comprehensive site investigations, remediation, and consulting enabled the design team engineers and architects to develop the most cost effective and efficient use of the property. Having previously been inaccessible to area residents and visitors alike, these “brownfield” sites along the Savannah River, can enhance downtown Savannah’s historic district, while improving the environment for nearby Savannah residents.
