The former post office structure, originally built in the 1920s, was selected as the future site for the York Public Library in York, SC. WPC was chosen to perform an environmental investigation prior to rehabilitation of the facility. As the structure had been vacant for some time, a musty odor was apparent upon entering the building, while evidence of mold growth was observed on all three levels of the building. To identify potential mold growth within the building’s HVAC system, access ports were cut into ductwork. The HVAC’s two air handlers visually appeared to have significant buildup. Tape lift samples were collected from inside surfaces of the two air handlers.
The remediation recommendations were developed in concert with the library’s architect’s planned renovations to the building during demolition. These planned renovations include removal of all existing drop-ceiling tiles on the main level and within the intermediate level room along with the roof access hatch, installing a new roof, and removal of all ductwork, with the exception of that on the intermediate level. The intermediate level ductwork was incorporated into the new mechanical system. The remediation plans and specifications included humidity control, removal of impacted surfaces, HEPA vacuuming, surface cleaning with dry ice blasting, and application of a mold preventive, in this case, a product called Anabec.
WPC conducted the bidding process, including the prebid conference, receiving and evaluating bids. The bids received were under our engineer’s estimate, and excellent project control was documented by minimal change orders and a project closeout in a significantly shorter time frame than the client requested. In addition, WPC performed construction observation, management, and testing during and following cleaning, as well as coordinating the punch list activities. The new library opened in October of 2005.
